Digitization of the property register has started

The Parliament finally adopted the full digitisation of the property register. The Registry Agency must digitise the paper archive available at the Registry Offices by 30 June 2026.

This will be done through the creation of electronic real estate lots and electronic lot files with the recorded deeds and attached documents maintained by the Registry Agency.
At present, entries continue to be made under the personal paper-only system.

As early as in 2000, it was envisaged to switch the registry from a personal system to a real system of registration – not by person but by property, the Justice Ministry said.

Currently, the property register is regulated as a common electronic database containing the electronic real estate lots and electronic lot files with the registered deeds and the documents attached to them. It regulates the identity between the content of the paper and electronic batch file and the content of the paper and electronic batch respectively.
The power of registry officers to enter information electronically is defined by law.

In the period from 1900 to 2009, the archive of paper records to be digitized is huge. According to the 2018 census, it is approximately 40,610,656 pages.

One of the commitments that our country has made under the Recovery and Sustainability Plan is precisely the digitisation of the Land Registry. It was part of proposed changes to the Cadastre and Property Registry Act made by the Ministry of Justice.

This is the second law under the Recovery and Sustainability Plan approved by the National Assembly.
