Labour market analysis to September 2022. Unemployment is falling!

Good news for the Bulgarian economy. According to the Employment Agency, the number of unemployed registered in the labour offices in September 2022 has decreased on a monthly and annual basis, which gives us reason to think that the labour market is starting to recover after the COVID crisis.

By all indications, in the second quarter of 2022, year-over-year employment increased and unemployment continued to decline.
In the second quarter of 2022, those employed 15 and over are 3,121,000 according to the NSI. The employment rate for the population aged 15 to 64 is 69.8%, up 2% year-on-year. The employment rate for the 20-64 age group was 75%.
Among the economic activities with the largest number of employees in the second quarter of 2022 are “Manufacturing” (571,700), “Trade, repair of motor vehicles and motorcycles” (519,400), “Public administration” (220,800), “Transport, storage and post offices” (220,400), “Agriculture, forestry and fishing” (207,800), “Human health and social work” (182,200) and “Education” (166,400).
In the second quarter of 2022, the number of unemployed is 152 200. The unemployment rate decreased by 0.9 to 4.7%. The number of unemployed youth (15-24 years) decreased by 3,400 and reached 14,900 in the second quarter. The youth unemployment rate (15-24 years) was 11.1% and the unemployment rate for the age group (15-29 years) was 7.9%.
Inactive persons willing to work, ages 15-64, were 155,800, down 11,300 from the second quarter of 2021. The relative share of inactive persons aged 15-64 wanting to work to the total number of persons out of the labour force (15-64) also declined by 0.2 to 13.4% in the second quarter of 2022.
According to the Employment Agency, in September 2022 the number of unemployed persons registered with the labour offices decreased significantly on an annual basis, reaching 138,380 at the end of September 2022. Compared to September 2021, they decrease by 16 556 people. There is also a decrease on a monthly basis, with 1 402 fewer people than in the previous month.
The registered unemployment rate decreased by 0.5 compared to September 2021 and reached 4.2% in September 2022, while compared to August 2022 the value of the indicator decreased by 0.1%. In 10 districts the registered unemployment rate is lower than the national average. Sofia city (1.6%), Varna (2.6%), Burgas and Dobrich (2.9%), Gabrovo and Pernik (3.2%) have the lowest unemployment rates, while the highest unemployment rates are in Vidin (9.2%), Montana (8.5%), Vratsa (8.2%), Blagoevgrad and Silistra (7.4%) and Shumen (7.3%). According to the data of the National Social Insurance Institution (NSI), in July 2022 the number of registered unemployed persons entitled to cash unemployment benefits is 53 084 or 38.1% of all registered unemployed. Compared to the same period in 2021, there is a decrease of almost 4,000 persons.
The number of jobs claimed on the primary labour market in September 2022 is 12 583. The largest share of job vacancies is claimed in manufacturing (29.9%), education (20%), trade and repair of motor vehicles and motorcycles (12%), administrative and support activities (8.9%), hotels and restaurants (7.2%) and public administration (6.6%).

Since the beginning of the year, the number of people entering employment is 130 906. During the month, 2 682 unemployed persons started work in subsidised jobs – 2 174 under employment programmes and measures and 508 under schemes of the Operational Programme “Human Resources Development”.
